n response to the economic downturn, the American Recovery and Reinvestment Act of 2009 (ARRA) increased Supplemental Nutrition Assistance Program (SNAP) benefits across the board as a way of delivering high “bang-for-the-buck” economic stimulus and easing hardship.
In August 2010, Congress passed and the President signed P.L. 111-226, which accelerated the sunset of the ARRA benefit increase to April 2014 and used the estimated savings for state fiscal relief through additional federal funding for school districts to maintain teachers’ jobs and maintaining a higher federal match for Medicaid costs. Four months later, the Healthy Hunger-Free Kids Act (P.L. 111-296), which reauthorized Child Nutrition programs, further accelerated the sunset date of ARRA to October 31, 2013, to offset the cost of the legislation. As a result, beginning on November 1, 2013, SNAP benefit levels will be based on the cost of the June 2013 TFP, which is lower than the ARRA levels.

The American college of Physicians in 2004 composed a position paper that supports more minority physicians in the US, however there are no clinical trial results that confirm the assumption that more minority physicians will result in a decrease in healthcare disparities. What is known that race concordant visits are more satisfying that discordant physicians visits. One solution ala Oprah Winfrey would be to recruit talented minority students, preferably within the first three years of grade school, and expose these students to study skills, state- of- the -art science and math courses and foster self esteem. Surround these students with positive role models, affirmations that empower and healthy foods and expect excellence. These students will become healthcare professionals and scientists, pass on their toolkit for life and success to their offspring which will again be passed on to where it is viewed as uncommon not to become an educated valuable part of society.

As I said, the law itself as written makes clear that Americans with access to affordable insurance would need to have insurance by March 31. But people that do not have access to affordable care, due to a state not expanding Medicaid — and there are states out there who are depriving their own residents of access to expanded Medicaid because they made that choice — or due to other factors, will not be penalized. That is number one. When it comes to the issue I was just talking to Brianna about, with the February 15 marker period, I would refer you to HHS for more details, but they are looking to align the policies, the disconnect between open enrollment period and the individual responsibility timeframes, which exists in the first year only.

On the last day of the 2011-2012 Term, the United States Supreme Court issued its long-anticipated
opinion about the Affordable Care Act (ACA). In a case known as
National Federation of Independent
Business v. Sebelius,
the Court agreed to consider the constitutionality of two major provisions of the ACA: the individual mandate and the Medicaid expansion. A majority of the Court upheld the individual mandate. And, while the Court found the Medicaid expansion unconstitutionally coercive of states, because states did not have adequate notice to voluntarily consent and the Secretary could potentially withhold all of a state’s existing federal Medicaid funds for non-compliance, a majority of the Court found that this issue was appropriately remedied by circumscribing the Se cretary’s enforcement authority, thus leaving the Medicaid expansion intact in the ACA. The Individual Mandate
Beginning in 2014, the federal government will impose new fines on citizens and legal residents who do not obtain government-approved insurance. Those without insurance will pay a tax that is the greater of a flat fee, or a percentage of family income. The flat fee will be phased in over several years. In 2014, the penalty will be $95 per adult in an uninsured household, increasing to $325 in 2015, then to $695 in 2016, after which it will increase annually in line with consumer inflation. For uninsured children, the fine will be half the amount applied to uninsured adults. If greater, households pay 1 percent of their income in 2014, 2 percent in 2015, and 2.5 percent in 2016 and thereafter in lieu of the flat per person fee.
