Why Wasn't Houston Evacuated Before Hurricane Harvey?

Titled article below. Top article shows dates of Disaster Proclamation signed by President Trump so as to clarify the record.

The conclusion I'm drawing from this is that conservatives think ahead as to what can take place so suggest taking measures to prepare for such. Liberals wait for something to happen then try to spin it to a fine froth regardless.

Fable of ant and grasshopper come to mind.

"President Donald Trump signed a disaster declaration from the official presidential retreat at Camp David in response to the Category 4 storm Hurricane Harvey.

Trump said in a tweet early this afternoon that he 'just arrived at Camp David, where I am monitoring the path and doings of Hurricane Harvey (as it strengthens to a Class 3). 125 MPH winds!'

Later in the evening, as the hurricane's damage escalated, he tweeted that he had signed a 'Disaster Proclamation'.

'At the request of the Governor of Texas, I have signed the Disaster Proclamation, which unleashes the full force of government help!' the president wrote. "

Why Wasn’t Houston Evacuated Before Hurricane Harvey?

....."On Friday, before the hurricane made landfall in Rockport and well before it flooded Houston, Governor Greg Abbott, a Republican, “encouraged residents to evacuate low lying and coastal areas of the state, even if a mandatory evacuation order had not been issued,” reported The Washington Post, quoting Abbott as saying, “Even if an evacuation order hasn’t been issued by your local official, if you’re in an area between Corpus Christi and Houston, you need to strongly consider evacuating. What you don’t know, and what nobody else knows right now, is the magnitude of flooding that will be coming.”

Abbott also said, according to The Houston Chronicle, “A lot of people are going to go a long time without basic necessities. If you have the ability to evacuate and go someplace else for a little while, that would be good.”

Abbott also “offered residents options, like to relocate to inland shelters and seek out one of 200 buses being deployed to evacuate residents at the areas expected to be hardest hit,” The Chronicle reported. ......."

".....Abbott, though, deferred to local officials when it came to a mandatory evacuation order. “Although Houston has a deep history of devastating floods, Abbott said he would stop short of demanding evacuations, saying those decisions should be made by local officials there,” The Houston Chronicle reported on August 25."

Very distressing when reports of massive rain and flooding is predicted and the people do not evacuate. Even when transport is offered to them.
A safe decision is better than a bad decision.

The mayor of Houston contradicted Gov. Abbot's plea to evacuate and urged Houston residents to stay in their homes.
Thanks Mike. Yes he did and we see how well that's working out. Just like they blamed Katrina on Bush they'll blame Harvey on Trump. That's exactly why I wanted to post actual time lines.
I have been watching the news about the people and their animal's in Texas, and all of the rescue effort's underway. It is heartbreaking to watch, on television'. There are a lot of people and their pet's, still trapped at their home's.. There are many citizen's going by with their boat's and truck's to go through neigbourhood's, searching for survivor's!
Thanks Elizabeth03. It is heartbreaking to see those pictures. However it shows America at its finest moment, person helping person, saving lives.

This is what America is not what the media is portraying with respect to the divisiveness narrative.
