We haven't because they did it the right way. Everyone that is sneaking across the border is doing it the wrong way.
Let me explain. If I knock on your front door and you invite me in, I entered your home legally. If I try to sneak into your home by climbing through the window while you're out, then I am entering your home illegally and can be arrested.
When someone is sneaking across the border, it's like they are entering your home through the window.
