Trump said he would/will build the wall. However Trump can not build the wall without funds appropriated for it. Congress is writing border security funding with the stipulation forbidding funds for the wall. They have given Trump in border security funding small amounts for the wall and not fully funding completion of all the wall needed.
Congress is failing in their duties to fund the secure fence act which is settled law.
Congress is overriding settled law with their denial of funds for the secure fence act.

Secure Fence Act of 2006 - Directs the Secretary of Homeland Security, within 18 months of enactment of this Act, to take appropriate actions to achieve operational control over U.S. international land and maritime borders, including: (1) systematic border surveillance through more effective use of personnel and technology, such as unmanned aerial vehicles, ground-based sensors, satellites, radar coverage, and cameras; and (2) physical infrastructure enhancements to prevent unlawful border entry and facilitate border access by U.S. Customs and Border Protection, such as additional checkpoints, all weather access roads, and vehicle barriers.

Trump also signed this EO to protect the border. Can not protect the border properly without full funding from Congress.

First and foremost, folks, which is also the single most important fact here is that Trump had both the House and Senate along with Paul Ryan. They controlled Congress. Why did they not supply Trump the funds at that time when they had the votes more than covered? If it's an emergency now then, it was also an emergency then. Furthermore, the word emergency does not constitute postponing immediate action like he's doing now, okay. It means NOW just like Bush did after 9/11. Take a close look at the very last sentence. That's $300M that Trump received the minute he reopened government, folks. Also, notice the term 'wall system' which will incorporate 'smart wall' technology as described by James Clyburn who is willing to give Trump the $5.7B strictly for an advanced wall system. This isn't rocket science, folks, and we could've avoided all of this embarrassment of a record breaking shutdown hurting businesses and people alike. Trump could've simply listened to Pelosi the FIRST TIME when she 'asked' him reopen government without specific wall funding and let's deal. Right? Hell, that's what Trump ended up doing ANYWAY but the collateral financial damage is now done.
