Someone in the State is helping , the biggest welfare fraud scams here always has someone on the inside.

I believe sully16 has nailed the problem. What stumps me is why they are not stop right then and there. Someone has signed the form and no one questions if the signature is a valid one.
I hope they investigate this thoroughly, and other states follow suit.
